President Rajapakse Intervenes to Bring Back One-way Traffic System

KMC and RDA Clash Over Billboards

The Kandy Municipal Council (KMC) and the Road Development Authority (RDA) have clashed over billboards that have been erected on the roads that are within the KMC limits but are under the control of the RDA. Last year the KMC entered into an agreement with a private advertising company called Kent Development under which the latter was permitted to erect billboards in the KMC area for the payment of an annual rent. RDA has recently removed these billboards. KMC sources say that the Executive Engineer of the RDA Kandy District has refused an invitation for the Municipal Commissioner to have a meeting to discuss the matter and settle the dispute amicably. Now the municipal council is threatening to remove all RDA signboards that have been erected within municipal limits without the approval of the former.

However, MMC Vipul Lal Ranasinghe who chairs the KMC committee that is responsible for this subject says that the Council must get the prior approval of the RDA before it gives a permission to a third party to erect billboards on roads that are under the control of the latter


Thilina Tennakoon Proposes a Flying Squad to Stop Unauthorized Construction

Thilina TennakoonAt the last monthly meeting of the KMC the opposition leader Thilina Tennakoon proposed that the Council should set up a 24 hour flying squad to stop unauthorized construction. He pointed out that unauthorized structures on private lands usually come up either overnight or during the weekends. Unscrupulous builders and property owners resort to this tactic to avoid KMC detection. Under the present law an unauthorized structure on a private land cannot be removed without a court order. Getting a court order is a costly and time consuming process. Those who violate the law are aware of this.

PA MMC and Attorney-at-Law M P M Jayasinghe who spoke in support of the proposal pointed out that people resort to unauthorized construction with such impunity that recently several such buildings were constructed in front of the residence of the Deputy Mayor and the Leader of the Opposition.
Mayor L B Aluvihare thanked the two members for raising the matter and agreed that effective steps must be taken to rectify the situation.

Corruption in KMC

Elsewhere in this edition of The Kandy News we publish a report on KMC recruitment of twenty five fire fighters. That in itself is an innocuous event. What the Kandy public must be concerned about is the method of recruitment. Each MMC there are twenty four of them had been asked to nominate two candidates. Both the governing UNP and the main opposition PA have agreed to this ill-conceived idea. Only the sole JVP member Mr. Anura Gonawela had opted out. (But it is reported that two names were on the list of candidates under Councilor Gonawela's name although he denies any knowledge of it.)
There are several MMCs on both sides of the aisle that routinely make speeches condemning corruption. But in this instance obviously nobody other than the JVP member had worried about the potential for corruption nepotism and the opportunity to take a bribe and recommend candidates that their recruitment method opened.
