Don't Bring Kandy Garbage to Us Say Harispattuwa Residents!

Kandy residents may soon see their garbage piling up as the KMC stops collecting it because it has no place to dump it. This may soon become a reality if the Harispattuwa Pradesheeya Sabha (PS) goes to court and gets an order to stop the KMC from dumping the solid waste that it collects from the municipal area at the landfill in Gohagoda. A resolution to go to courts that Harispattuwa PS member Sanjeewa Kurunduwatta (PA) proposed at its recent monthly meeting was unanimously adopted with both government and opposition members voting for it.

The Gohagoda land which is 32 acres in extent has served as the Kandy solid waste disposal ground since 1977 when the KMC stopped using its Nittawela facility.

Chief Minister Ekanayake and Mayor Aluvihare Discuss
Kandy Problems

Chief Minister  EkanayakeThe Chief Minister of the Central Provincial Council and the Kandy Mayor L B Aluvihare recently met to discuss the problems that the Kandy Municipal Council (KMC) was facing. All the members of the KMC were also present.

Mayor Aluvihare told The Kandy News that he was hopeful that the discussion would help find solutions to some of the urgent problems that the Council was currently facing. The subjects discussed included solid waste disposal, the cut in the salary subsidy that the central government provides the KMC, the freeze on recruitment of workers to the KMC and the non-payment of rates and water bills by state agencies and government departments.


Sri Lanka's Second Largest Building Kandy City Centre to Opene in March 2008

Mr. Thusitha Wijesena, CEO of Kandy Property Development Company that is constructing the massive shopping cum office complex in Dalada Veediya, says that the construction work will be completed soon and the building will be ready for occupation by March 2008. Named “The Kandy Centre” the building is supposed to be the second largest in Sri Lanka.

Mr. Wijesena who was the chief guest at a fund raising project of the Lions Club of Kandy Hill Capital addressing those present at the event said that the delay in completing the project was caused by the lack of a sewerage disposal system. His company expected the Kandy Sewerage Project to be completed on schedule but that has not happened he said. As a result Kandy Property Development has decided to invest Rs 100m in a sewerage plant and complete the building work he said.

Mr Wijesena also noted that the Kandy business community should not consider his development as a threat to them. The tenants who will open retail outlets in The Kandy City Centre would be up-scale companies such as Marks and Spenser who will not be in competing with the average retailer he claimed.

KMC Budget Dispute and the Rule of Law

The opposition in the Kandy Municipal Council (KMC) has challenged the legality of the 2008 budget. It has pointed out that the public notice on the draft budget had omitted to specify, as required by law, the exact time period within which the public can make representations on the draft. The issue is now before the courts and we won't comment further on the specifics of this issue. However, it creates an opportunity for us to reflect on the broader questions of rule of law and governance in our country and in our city.
Recent events clearly show that the public has little confidence in the police as the state agency responsible for the enforcement of the rule of law. In the past when a motor accident occurred the public permitted the police to conduct investigations and take appropriate action. Today, often, the bystanders take the law into their own hands and dispense street justice to those that they perceive were at fault. The reaction of the employees of the Sri Lanka Rupavahini Corporation to the recent incident that Minister Mervyn de Silva created can also be explained along similar lines.
